Home Information Packs - HIPs
Home Information Packs are now mandatory on all residential properties being marketed for sale. They have been introduced by the Government
in an attempt to simplify the sale and purchase process, as key documents are now provided from the time a property is placed on the market.
By providing prospective buyers with important information about the property at the start of the process, buyers are able to make an informed decision early on and avoid delays, uncertainties and unnecessary expense. By introducing the HIP, the Government aims to cut out wasted costs and make the whole transaction more efficient.
How do I get a Home Information Pack?
It is the responsibility of the seller to have the pack compiled, and Alan Cooke Estate Agents have developed a tried and tested system for
the speedy preparation and provision of the packs. We have our own team of Domestic Energy Assessors which reduces any delay in putting your
property on the market.
What is in a Home Information Pack?
The HIP includes the essential documents that are required for the sale and purchase of a property. The regulations create two categories of
documents for the inclusion in a HIP.
The mandatory documents are:
- An Index (i.e. a list of the contents of the pack)
- A Sale Statement (summarising the terms of the sale)
- Evidence of Title (i.e. proof of ownership)
- Standard Searches (local authority enquiries and a drainage and water search)
- An Energy Performance Certificate
- Leasehold information where appropriate
- A New Homes Warranty where appropriate
The optional documents include:
- Guarantees and warranties
- Other searches relevant to the area e.g. mining
- A Home Condition Report
Are there any exclusions from the HIP regulations?
There are some exemptions from the regulations and sellers would be wise to seek advice from a qualified property Solicitor prior to
marketing if their property possibly falls into the following exemptions.
- Residential property converted to business use
- Properties not sold with vacant possession
- Business use
- Dual use
- Portfolios of properties
- Properties not being placed on the open market
- Right to buy sales by local authorities
- Homes held on a lease of less than 21 years
What is an Energy Performance Certificate (EPC)?
Under EU Directive 2009/91/EC the Government has a commitment to promote an improvement in the energy performance of buildings. Therefore
there is now a new requirement for an Energy Performance Certificate to be produced at the time of sale.
The aim of the EPC is to assist owners in saving on energy bills whilst at the same time reduce the environmental impact of their properties.
The EPC informs potential purchasers about the energy efficiency of a property using A-G ratings similar to those used to rate washing machines and fridges. The certificate also makes recommendations for improvements to the property that will cut carbon emissions and fuel costs.
These certificates are prepared by qualified Domestic Energy Assessors or Home Inspectors, who are members of Government approved professional certification schemes.
How much do they cost?
Alan Cooke Estate Agents can arrange the HIP at a cost £299+VAT upfront payment or £349+VAT deferred for ten months.
